Baptism by Certificate

In researching my distant relatives I've been browsing the Parish registers for Broseley. I've just come across a term I've not seen before. It pertains to the baptism of Ellen CULLIS on 25th July 1842 at Broseley and in the column "By whom the ceremony was performed" the comment is written as "By cerificate from Ricd. Danl. Jones Curate of Jackfield. W. Harries".  There is one other baptism with the same comment, whereas all other baptisms on that page are simply signed "W. Harries Curate".  I suspect the two baptisms were performed at St, Mary's Church, Jackfield, whereas the others may have been performed at St. Leonard's Church, Broseley; both in the parish of Broseley.

Can anyone explain what "By certificate" means?
